With the rise of China in the Indo-Pacific,Russias war in Ukraine,and other conflicts,the United States,the United Kingdom(UK),and Aus-tralia have realized that their defense requirements and acquisition processes are not optimized for current and future conflicts.In recent years,each nation has undergone,or has been in the process of undergoing,major changes to its defense requirements and acquisition processes.In the United States,the President directed acquisition reform to enable state-of-the-art capabilities to be delivered at speed and scale.1 Subsequently,the Pentagon announced the dis-establishment of the Joint Capabilities Integration and Development System(JCIDS)and the reorientation of the Joint Requirements Oversight Council(JROC)with the goal of“streamlining and accelerating”requirements-setting and acquisitions.2 In Australia,the updated One Defence Capability System(ODCS)released in April 2025has aimed to streamline the countrys requirements and approval processes,emphasizing centralized prioritization,minimum viable capability(MVC)procure-ment,and off-the-shelf acquisitions.3 In the UK,the Ministry of Defence(MOD)ANDREW DOWSE,DANIEL MARNS,AUSTIN WYATT,SACHINI KADAOL
