Department of Defense INSTRUCTION NUMBER 3025.22 July 26,2013 Incorporating Change 1,May 15,2017 USD(P)SUBJECT:The Use of the National Guard for Defense Support of Civil Authorities References:See Enclosure 1 1.PURPOSE.This instruction establishes policy,assigns responsibilities,and provides procedures for the use of the National Guard for Defense Support of Civil Authorities(DSCA)in accordance with the authority in section 502(f)of Title 32,United States Code(U.S.C.)(Reference(a),DoD Directive(DoDD)5111.1(Reference(b),and Deputy Secretary of Defense Memorandum(Reference(c);the responsibilities and functions in accordance with DoDD 5111.13(Reference(d);and the guidance in DoDD 3025.18(Reference(e).2.APPLICABILITY.This instruction:a.Applies to:(1)OSD,the Military Departments,the Office of the Chairman of the Joint Chiefs of Staff(CJCS)and the Joint Staff,the Combatant Commands,the Office of the Inspector General of the Department of Defense,the Defense Agencies,the DoD Field Activities,and all other organizational entities within the DoD(referred to collectively in this instruction as the“DoD Components”).(2)The use of the National Guard for DSCA in response to a request for assist
