The Monument contains geological,paleontological, archeological, biological, natural, and historical resources. It ismanaged by the Bureau of Land Management (BLM) under interim guidelines, pendingapproval of a final management plan and environmental impact statement (EIS) bySeptember 18, 1999. The creation of the Monument was controversial. Issues includethe Presidents use of the Antiquities Act of 1906 to create the Monument; theMonuments general effect on land uses; the implications for development of mineralsand school trust lands; and the bearing on the designation of wilderness.
