However,the104thCongresscutfundinglevels18%between FY1995 and FY1997. In FY1998, this trend was temporarily reversed whenthe NIST budget increased 20% primarilydue to additional financing for construction.FY1999 appropriations were 5% below the previous year, while FY2000 supportremainedconstant.InFY2001,theNISTappropriationdecreased6%to$598.3millionas a result of fewer construction dollars. For FY2002, P.L. 107-77 funded NIST at$674.5 million, 13% above the prior fiscal year. Includedinthis was a27%increaseinsupport for the Advanced Technology Program (ATP).A series of ContinuingResolutionsfundedNISTatFY2002levelsuntilthe108thCongressenactedP.L.108-7,which provided $707.5 million in FY2003
