Javits Gifted and Talented Students Education Act of2001. The Javits Act provides grants to state educational agencies (SEAs) and localeducational agencies (LEAs), institutions of higher education, and other public andprivate agencies for model projects, scientifically based research, demonstration andtraining activities designed to meet the special needs of gifted and talented students. Thelast ESEA reauthorization, the No Child Left Behind Act of 2001 (P.L. 107-110),maintained the Javits Act as a separate program. The 110th Congress is likely to activelyconsider reauthorization to amend and extend the ESEA, including any amendments tothe Javits Gifted program.
