H.R.1425(Rep.Harman)theHomelandEmergencyResponse Operations Act, or HERO Act now before Congress, would require theFederalCommunicationsCommission(FCC)to“takeallactionsnecessarytocompleteassignments” for these channels so that operations could begin no later than January1,2007.Compliance with the bill, if it were to become law, would force the FCC todevelopaband-clearingplanforthedesignatedchannelswhilemeetingtherequirementsof the Auction Reform Act of 2002 (P.L. 107-195). The Auction Reform Act dealsprimarily with the FCCs spectrum auction authority and its management of spectrumrelocation, including th
