To open a new account, U.S. individuals must provide a socialsecurity number and non-U.S. persons, a government issued identification with aphotograph. The required information must be verified either by documents, such asdrivers licenses, or by non-documentary means, such as inquiring with a creditreporting agency. The institutions are to cross-check names of new account holdersagainst lists of terrorists and suspected terrorists that the federal government willprovide. The regulations permit financial institutions to rely on photograph-bearing-foreign-government-issued documents, such as the matricula consular, issued by theMexican governme
