Measures so acted on were sponsored by Members of theminority party, on average, 17.3% of the time (15.9% if sponsors of House measuresonly are counted). Figures for the 106th through the 108th Congresses, are significantlyabove these averages.Measures Sponsored by Members of Each Party Acted on by Suspension of the Rules in the HouseDuring the past decade, the House of Representatives has made frequent use of itsprocedure for acting expeditiously on measures through a motion to suspend the rules.
