FEMA introducedthe FMMI in September 1997 as a strategic plan to convert paper flood insurance ratemaps (FIRMs) to digital electronic format, or DFIRMs. DFIRMs contain more accuratespatial measurements and digital data associated with flood hazards and are developedwith an automated geographic information system (GIS) that also facilitates mandatoryperiodic updating of flood maps and helps to determine flood insurance risk.
